Latinos Unidos is run by a committee of expert individuals from organizations across Oregon.

Salvador Amezola

Salvador holds the National Hispanic and Latino Executive Leadership Certificate. He has worked in the field of substance use since 1998 and is currently the director of the “Madras Recovery Program” at BestCare Treatment Services in Central Oregon. It is the only culturally specific residential rehabilitation program in the state of Oregon. Salvador has the following affiliations: Board member of the Oregon Council for Behavioral Health (OCBH), board member of El Jardín Recovery Center, and President of Latinos Unidos Oregon.

Becky Ramirez

Becky has been with BestCare Treatment Services since 2017 and is currently the Operations Manager for, "El Programa de Recuperación de Madras of BestCare. She's been a big part of making the Latinos Unidos Conference happen and is a dedicated member of the planning committee. Outside of work, Becky enjoys spending time with her family and has a big heart for animals.

Luis Ibarra

Luis is the Behavioral Health Deputy Director for the Oregon Washington Health Network in Pendleton, Oregon. He has been in the Substance Use Disorder field since 2010 and has worked in a variety of settings including the Umatilla County Outpatient program, Community Corrections, Drug Court and the nonprofit sector. Luis serves all populations in harm reduction, MOUD, recovery and mentoring programs for adults, youth and their families, but is one of a few Latino clinicians in his county that specialize in serving the Latinx community.

Basilio Sandoval

Basilio has over 25 years of experience in substance use disorders counseling in Lane County. At present, he is the Substance Use Disorders Program Manager and Clinical Supervisor at Plaza De Nuestra Comunidad (formerly known as Centro Latino Americano). His expertise in serving the Latinx community includes, but is not limited to, providing recovery and mentoring programs for adults, youth, and their families.

Sergio A Gutierrez

Mr. Gutierrez is bilingual, bicultural and has worked as an alcohol and drug counselor for more than 26 years. He has experience conducting individual and group counseling with DUII clients, working with at-risk youth, case management, providing referrals to community programs, performing alcohol and drugs assessments and discharge summaries. He has been working with individuals with gambling problems since 2007 and has been a member of Oregon’s Multicultural Advisory Committee on Problem Gambling since 2008. He presented as a speaker for the National Council on Problem Gambling Conferences in 2011 and 2012, at Instituto Latino in 2011, and Northwest Institute of Addictions Studies in 2018. Mr. Gutierrez currently works in rural Western Oregon for Polk County Behavioral Health.

Josh Guerrero

Originally from the Dominican Republic, Josh is the Clinical Housing Manager at OnTrack Rogue Valley in Southern Oregon and Chair of the Latino Committee. He oversees housing programs that support recovery and stability for individuals facing substance use challenges. With over 15 years of national and international experience in social justice, community development, and crisis intervention, Josh specializes in integrating housing and recovery services, supervising multidisciplinary teams, and enhancing social practices. As a bilingual professional, he is committed to advancing best practices in case management, motivational interviewing, and trauma-informed care, with a strong focus on serving the Latino community. Currently working toward national certification, he is passionate about expanding recovery-focused services and training opportunities both locally and internationally.
